PR #211	Adjust documentation for Raft decommissioning
	Recent contributor meetings anticipate a decommissioning of Sawtooth Raft which has been somewhat neglected for years rather than readied for production. For non-forking consensus, people use PBFT instead. The Sawtooth Raft work remains captured in the git history so could be resurrected if desired.
